Eiichiro Oda hints that the first person to break out from the Impel Down prison in One Piece wasn’t Monkey D. Luffy.
One Piece chapter 1166 spoilers are out, and they reveal some more secrets about the God Valley Incident. It is entirely possible that Luffy wasn’t the only member of the Will of D. Clan to have escaped Impel Down, the infamous prison in the series.
The chapter shows heavy implications that once Dragon was arrested after the God Valley Incident, he was taken to Impel Down. However, he was able to escape the prison with the help of Garp.
One Piece Chapter 1166 Hints at a Secret Impel Down Escape

During the God Valley incident of One Piece, Monkey D. Dragon served as a member of the Marines. However, during the incident, he not only deserted his team but also helped Shanks and Shamrock escape. Additionally, he tranquilized the World Noble who was about to shoot the young Kuma. These are grave crimes in the eyes of the World Government.
Of course, hurting a World Noble is akin to being slaughtered. One Piece chapter 1166 spoilers hint that afterwards, Dragon’s crimes were discovered, and he was sent to prison. While the spoilers don’t mention which prison he was sent to, it is highly likely that he was sent to Impel Down, the underwater prison that is reserved for the worst criminals.
Thankfully, Garp was able to visit Dragon and break him free from the place. Thus, Dragon is the first Will of D. member to be able to break out of Impel Down, with Luffy following in his legacy.
One Piece Chapter 1166 Explains Why Garp Could Not Free Ace

If Garp had indeed freed Dragon from Impel Down, it means that he was already under suspicion after the incident. There is a huge possibility that Garp was already under watchful eyes because anyone who enters Impel Down is closely monitored.
With Garp already sporting a target on his head, it would be impossible for him to do the same thing twice. Garp must have known that had he helped Ace break free, his entire squad would have been in danger. Thus, he had to make the hard decision and sacrifice Ace in order to save more lives.
Additionally, Garp knew that Whitebeard would be arriving to save Ace. He must have placed some faith in the crew, as well as all the other forces that joined in the war. Blackbeard was a wild card that no one could have anticipated. Needless to say, Garp weighed the pros and cons and thought leaving Ace’s rescue to the pirates would be more beneficial.
