The Marine Admirals are some of the strongest people within the World Government. Both in terms of power and authority, they rank extremely high. Ever since they were properly introduced, fans have known them to hold a tremendous stature in Oda’s world.
The Marine Admirals are feared all over, and their authority is such that they can even invoke a Buster Call. While the Marine Admirals are certainly very high in authority as well as in power, there are individuals who, within the World Government, are above them, in terms of authority, primarily. Some, however, surpass them even in terms of power.

10. Fleet Admiral Sakazuki

Fleet Admiral Sakazuki was first introduced as Admiral Akainu in One Piece before the timeskip. After the Paramount War concluded, he and Aokiji fought for the position of Fleet Admiral, and given that he won, he was given the position of Fleet Admiral. Sakazuki is certainly above the Admirals both in terms of rank as well as authority.
He is also about the admirals in terms of power. Currently, he’s one of the strongest individuals in the entire series, although he is yet to do anything big after the timeskip of the story.
9. Commander In Chief Kong
Kong Outranks The Admirals
Commander in Chief Kong outranks every marine Admiral and Fleet Admiral in the World Government hierarchy. He works directly for the World Government, and he manages their affairs to quite an extent. He was the former Fleet Admiral, meaning that he possesses tremendous might in his bag.
What powers exactly he had remains to be seen. What fans do know is that he possessed two types of Haki, at the very least. Still, regardless of whether he’s stronger than the Admirals or not, fans know for sure that he outranks them and is above them.
8. Holy Knights
Their Authority Supersedes That Of The Admirals
The Holy Knights were recently introduced in One Piece. These are powerful individuals who take care of judicial matters surrounding the Celestial Dragons. They also are responsible for the peace and security of the Celestial Dragons, and every single one of them outranks the Marines easily.
It is unknown how strong they truly are. However, Dragon himself believed that the Holy Knights, when mobilized, would be strong enough to pose a challenge to the Revolutionary Army. That, in itself, is confirmation of the fact that they are very strong. At the very least, fans know that they are above the Marine Admirals in authority.
7. Saint Garling Figarland

Saint Garling Figarland is the Supreme Commander of the Holy Knights. He is one of the strongest individuals in the series, and, 38 years ago, he was declared as a Champion of God Valley. Saint Garling Figarland has blood ties to Shanks, most likely being his very own father.
He is certainly going to be an incredibly powerful individual, and it is clear for the fans to see that he is far above the likes of the Admirals in terms of rank and authority. It is also possible for him to be above the Admirals in terms of power as well.
6. Saint Jaygarcia Saturn
One Of The Five Elders
Saint Jaygarcia Saturn is one of the Five Elders, and, thus, the highest ruling power in the World Government in the eyes of the common people. Saturn essentially controls the entire world at his fingertips.
He outranks every single individual in the world, other than the remaining Elders, and of course, Imu. His powers are tremendous as well, and even in that aspect, he is far above the Admirals. He has the power of the Gyuki, which fans have seen quite a lot of in the Egghead Island arc.
5. Saint Marcus Mars
One Of The Five Elders
Saint Marcus Mars, just like Saint Saturn, is one of the Five Elders, and thus, the highest ruling authority of the World Government. He is an incredibly powerful individual, who can control the entire world as he wants.
When it comes to his strength, he has access to the Itsumade, which makes him one of the most dangerous individuals in the entire series.
4. Saint Topman Warcury
One of the Five Elders
Saint Topman Warcury is also one of the Five Elders, and, just like the others, he has the entire world at his fingertips.
Being the highest ruling authority in the entire world, he can do as he wants, and even the Marine Animals are no less than slaves to him. Saint Topman Warcury is also very strong and he has the power of the Fengxi Yokai.
3. Saint Ethanbaron V. Nusjuro
One of the Five Elders
Saint Ethanbaron V. Nusjuro is one of the strongest individuals in the World Government. He is one of the Five Elders, and is the Godhead of Finance. Fans know him to be a very powerful swordsman as well.
He’s the highest ruling authority in the world, which means the Admirals are at his beck and call. He is a very strong user of Haki, and has the power of the Bakotsu Yokai.
2. Saint Shepherd Ju Peter
One of the Five Elders
The member of the Five Elders bearing the number 1, Saint Shepherd Ju Peter is a very powerful individual. Fans know him to hold tremendous powers of the sandworm, and, with these powers, and the incredible authority that he has even about the likes of the admirals, he is certainly a very influential character.
He’s going to play a major role in the Final Saga, and on Egghead, he has already made quite a lot of moves.

Finally, the highest authority and the supreme ruler of the entire world, Saint Nerona Imu is quite a powerful individual whom fans have since a bit of in the Final Saga. The Powerful Five Elders fall under them and they control the elders as they wish.
They also have a mysterious power that allows them to transform into a monstrous and devilish creature. Imu’s powers remain unknown, however, Imu certainly outranks the Marine Admirals in authority and strength.
