They’re different like how you say Kamehameha and Super Saiyan are different from each other.

Kamehameha is a technique while Super Saiyan is a form but Divine Techniques can only be used when you enter a Divine Form.

You can try to use them without entering their respective forms like Master Roshi using Ultra Instinct or Goku using Hakai though Goku actually was in a Divine Form when he used it but to actually fully use that technique you need a divine form. Ultra Instinct is a perfect example.

Vegeta himself for Destruction needed a Divine Form.

Whis did say Goku should be able to use Ultra Instinct in normal form though.

So it is possible or maybe Whis means that Goku should be in Base form God state 24/7 but not using Ultra Instinct as a transformation. It’s hard to really say but Master Roshi is kind of proof he can use it without a Divine Form and he used it as good as Beerus did while Beerus actually is in God form.

One can be in a Divine Form without using a Divine Technique like Super Saiyan God but one usually uses a Divine Technique while in a Divine Form but it might be actually possible to use a Divine Technique without a Divine Form like Ultra Instinct from Whis explanation so you could say they are different.
