This means that he should be quite close to Luffy. He was also previously seen waiting for the Straw Hat Pirates, which means that he would likely not want to waste any time before he visits the crew.

Fans know that a giant banquet is to be held in Elbaf. This was confirmed by the New Giant Warrior Pirates themselves, whose Captain, Hajrudin, went on to hunt a moose for Luffy. Scopper Gaban is one such person, while there are some others as well, such as Shiki. But, the most likely answer to this question could be Louis Arnot himself. Oda positioned the note from Louis Arnot in the previous chapter in such a way that it almost felt like the mysterious man who was silhouetted was him.
