Of course, this person is Shanks’s twin, and he clearly works for the Government, which is clear from the fact that he appeared from the summoning circle which has been exclusively used by the Five Elders so far.

It is time for Oda to reveal who this person is, and why he is important enough to be kept in silhouette for so long.
