Of course, this person is Shanks’s twin, and he clearly works for the Government, which is clear from the fact that he appeared from the summoning circle which has been exclusively used by the Five Elders so far.

One Piece chapter 1135 could be when fans find out more information pertaining to this individual, and they might even get to see him clearly, especially if he’s heading towards where the banquet is being held. It is time for Oda to reveal who this person is, and why he is important enough to be kept in silhouette for so long.
Perhaps, this is an individual that fans have seen in the story previously, or, at the very least, heard about. There are many popular guesses as to who this character truly is, and some of the most intriguing ones include the likes of Scopper Gaban, and potentially even Louis Arnot himself.
